SYNOPSIS
Tropical Storm Ophelia will approach the area from the south tonight, then move across the Mid-Atlantic through the weekend.
The remnants of Ophelia will exit by late Sunday, with high pressure building over the Mid-Atlantic early next week.

NEAR TERM /THROUGH SATURDAY NIGHT/
Gusty northeast winds of 20 to up to 30 mph have developed over the Mid-Atlantic as of early this evening, with some 40+ mph gusts noted near the mouth of the Potomac River.

Tropical Storm Ophelia is expected to move north through tonight, making landfall along the North Carolina coast. Ophelia will track into southeast Virginia, eventually losing its tropical characteristics and becoming an extratropical system as it moves across Virginia. This is the reason for the combination of tropical (Tropical Storm Warnings) and non-tropical (Wind Advisory) headlines in our area. Regardless of its designation, this system is expected to bring widespread rainfall and strong winds to the area starting tonight and persisting through Sunday morning.

Light rain is moving into southern Maryland this evening, and will spread north through the overnight. Most of the area should be in light rain come sunrise Saturday. The heaviest rain should hold off until late Saturday morning. Temps tonight settle in the low to mid 50s, with upper 50s to low 60s from D.C. down to southern Maryland.

Strong northeast winds are expected to develop along and east of the Blue Ridge as the circulation of Ophelia pushes northward.
Wind gusts of 35-45 mph are expected, with stronger gusts up to 50-55 mph along the immediate coast of the western shore of the Chesapeake Bay and the tidal Potomac River. The combination of long duration wind gusts and a saturated ground from rain will result in higher chances for downed trees across the area.

A drenching rain is expected from the Blue Ridge eastward with 2 to 4 inches of rainfall, locally approaching 5 inches through Sunday morning. Given upslope flow against the east slopes of the Blue Ridge Mountains, some localized heavier maxima are not out of the question. Forecast highs are in the upper 50s to mid 60s, locally down into the upper 40s to mid 50s across the mountains Saturday.

SHORT TERM /SUNDAY THROUGH SUNDAY NIGHT/
On Sunday, what remains of Tropical Storm Ophelia should be moving northeastward across southern Maryland into northeast Maryland. Rain showers should end from southwest to northeast on Sunday morning into the afternoon. Wind speeds slowly drop off with a shift to northwesterly flow as the circulation moves north of the area. Skies remain mostly cloudy with forecast highs staying on the cool side for late September. Most do not escape the 60s, while cooler readings can be found in more elevated locations. Unless the system is slower to exit the area, late night conditions should be dry with low temperatures in the 50s to low 60s.

LONG TERM /MONDAY THROUGH FRIDAY/
Come Monday, Tropical Storm Ophelia will have fully dissipated over our area with remaining energy absorbed by a strong low over eastern Canada. A lingering upper-level trough moving over the area will bring prolonged rain chances throughout the duration of the long term period. Slight chance to chance PoPs persist Monday through Thursday as lingering moisture provides the opportunity for showers. The airmass, while moist (PW greater than an inch) is stable with limited CAPE and bulk shear.

Temperatures will be below normal with cloudy skies as we head into the workweek. Monday will be the warmest day of the long term period with high temperatures in the mid 60s to low 70s. Those at higher elevations look to stay in the upper 50s. High temperatures Tuesday through Thursday will stay in the 60s for most with higher elevations staying in the 50s. Overnight low temperatures will be in the 50s for most with those near the metro and bay areas staying in the low 60s and higher elevations dipping into the 40s.

AVIATION /00Z SATURDAY THROUGH WEDNESDAY/
The expected trend is for winds to steadily pick up overnight, reaching their peak late Saturday morning into Saturday evening.
Winds decrease Saturday night, though are likely to remain elevated through Sunday morning. Winds tonight frequently gust between 20-25KT, reaching peak gusts around 40KT Saturday afternoon at IAD/DCA/BWI/MTN, with around 35KT for CHO and MRB.
Sub-VFR conditions are likely to develop as stratus and persistent light to moderate rain move into the area late tonight.

Conditions begin to improve Sunday, though gusty NW winds could continue, with VFR conditions eventually returning by Sunday afternoon.

VFR conditions are expected Monday and Tuesday with winds shifting from northerly on Monday to easterly on Tuesday. Sub-VFR conditions are possible both days during intermittent showers.

MARINE
Marine conditions will continue to deteriorate tonight as Tropical Storm Ophelia approaches the North Carolina coast. The system is expected to track north, eventually moving across the Mid-Atlantic this weekend. Winds will gust 25-35KT overnight (locally 40KT around S MD), then increase to 40-50KT Saturday morning through Saturday evening. As the remnants of TS Ophelia depart the area, winds begin to decrease Saturday night into Sunday. Still, SCA conditions are likely for most of Sunday as winds gust above 20KT.

Northerly winds on Monday shift to northeasterly Monday night. On Tuesday, winds will stay out of the north/northeast. Winds will likely be SCA criteria both days.

HYDROLOGY
Tropical Storm Ophelia is expected to move north-northwestward and make landfall somewhere along the North Carolina coastline, and then track northward through our region. Ahead of this system, a strong easterly flow at 850mb of nearly 50 knots will lead to increasing advection of tropical moisture. PWs around two inches along with deep warm cloud layers will combine with the system to bring widespread light to moderate stratiform rain to the region starting late this evening and continuing through early Sunday morning. Bands of moderate to heavy rain will likely be embedded in the large stratiform rain shield and may lead to periods of heavy rain with rates perhaps approaching 1 inches per hour at times east of the Blue Ridge/Catoctin Mountains. Rain totals of 1.5 to 3.5 inches are expected for most of the region east of the I-81 corridor with lesser amounts along the Allegheny front. Locally higher amounts around 5 inches or a bit higher will be possible over parts of southern MD, and along the Blue Ridge Mountains where orographic lift could enhance precipitation totals.

The extended nature of the precipitation event combined with abnormally dry conditions will likely limit the overall threat for flooding. Isolated nuisance flooding will be possible in urban areas and along smaller stream basins. River flooding is not expected at this time, but if there is considerable enhancement from orographic lift, some smaller river basins could experience some minor flood issues.

TIDES/COASTAL FLOODING
Tidal anomalies of at least 1-3 feet seem most likely, with the tidal sites along southern MD having the highest likelihood for moderate to even major tidal flooding during the day on Saturday and into early Sunday. Elsewhere, widespread minor tidal flooding is likely, with moderate tidal flooding possible along vulnerable shoreline locations such as Annapolis, DC SW Waterfront, Dahlgren and Solomons Island.
