Wed night - NE winds 25 to 30 kt, becoming N 20 to 25 kt after midnight. Gusts up to 35 kt. Seas 5 to 8 ft, except 3 to 4 ft near shore. Wave detail: ne 7 ft at 6 seconds and N 3 ft at 3 seconds. Adjacent sounds and rivers very rough, diminishing to rough after midnight. Rain and freezing rain in the evening, then rain likely with a chance of freezing rain after midnight.

Thu - NW winds 15 to 20 kt, increasing to 20 to 25 kt in the afternoon. Gusts up to 30 kt. Seas 5 to 7 ft, except 3 to 4 ft near shore. Wave detail: nw 4 ft at 4 seconds and ne 4 ft at 7 seconds. Improvements will be short lived as another coastal low is forecast to cross area waters midweek, leading to deteriorating marine conditons tonight. Winds and seas peak when low passes through the area Wed night-thurs morning. Marine conditions improve late week but headlines likely linger into weekend.

SYNOPSIS
High pressure will continue to expand over eastern North Carolina today and linger through today. A winter storm is forecast to impact the region Wednesday into Thursday and will likely bring wintry weather to much of the area.

NEAR TERM /UNTIL 6 AM WEDNESDAY MORNING/
As of 715 PM Tues...Cold high pressure will hang tight to the north tonight in advance of a developing low pressure system.
This will keep northerly flow and mild CAA across the area, and despite the increasing cloudiness, we should drop into the upper 20s to around freezing inland, and the mid to upper 30s along the coast. Showers should hold off until after sunrise along the coast.

SHORT TERM /6 AM WEDNESDAY MORNING THROUGH THURSDAY/
As of 330 PM Tuesday...

KEY MESSAGES

- Confidence is increasing that wintry weather will occur leading to significant impacts from accumulating snow, sleet, and ice.

- Winter Storm Watches for NOBX and Mainland Dare have been upgraded to Winter Storm Warnings.

- Winter Storm Watch for Mainland Hyde has been dropped and a Winter Weather Advisory has been issued.

- Preexisting Winter Storm Warnings continue.

Wave of low pressure cutting across Florida overnight leads to further sharpening offshore troughing leading to cyclogenesis just off of the NC coast Wed. The low, while rapidly deepening in response to moderate mid- level height falls overspreading the region, will pass just offshore around midnight Wednesday and continue to lift into the Nern Atlantic lateweek. The low will bring a variety of precipitation types to ENC with rain along the immediate coast, snow to the north, and a mix of sleet and freezing rain in between.

Confidence is increasing that regardless of the wintry p-type, amounts will be enough such that significant impacts are expected with hazardous driving conditions continuing Wed night into Thu morning.

All liquid precip overspreads the FA from S to N in the early morning hours WED as the trough sharpens into the low and moisture rich midlevel flow off the Gulf opens up ahead of the approaching trough aloft. As this initial band of rain works over the Inner Banks and approaches the Coastal Plain, the strengthening cold wedge at the SFC will lead to periods of freezing rain and sleet in the transition zone and some snow mixing in in far Nern areas where the depth of subfreezing air is greater. As the low strengthens and approaches from the SW, CAA strengthens which will actually lead to Ts actually falling through the afternoon, expanding the area of freezing rain and sleet Sward with it. Expecting all precip along and E of HWY17 to remain liquid through the early afternoon. Eventually all precip is expected to transition to wintry mix of snow and freezing rain by early evening, before ending most locations by dawn Thu. Possibly mix hanging on along the immediate coast.
Trying to determine where the dividing line between the snow and freezing rain and the freezing rain and rain areas is still uncertain. Consensus of guidance is that the best chance for measurable snow will be north of Highway 264. The best chance for significant icing will be mostly north of Highway 70. Sleet is likely to occur and will keep snow accumulation and ice accretion down some considering we are expecting 0.75-1" of qpf with this event. 2-4 inches (with locally higher amounts possible) of snow is expected across the northern portion of the Warning area with up to three tenths of an inch of ice in the southern and central portions of the Warning Area.

Coastal Onslow and western Carteret counties will see primarily rain, but a period of freezing rain and sleet is expected late Wed afternoon and Wed night before the precipitation ends.

The northern Outer Banks and Mainland Dare and Hyde counties continue to show the greatest variations in model solutions ranging from significant snow and sleet, some freezing rain to mostly rain. Trended on the colder and slightly more pessimistic side of guidance there with potential for higher snowfall totals near the Albemarle Sound. Have upgraded previous watches to warnings and advisories.

Lastly, Gale Force Winds are expected across the coastal waters and Pamlico Sound Wed into Thu morning which could have some minor coastal flood and beach erosion impacts, and this will be another aspect of this system that we will continue to monitor.

LONG TERM /THURSDAY NIGHT THROUGH TUESDAY/
As of 330 PM Tuesday...Very cool and dry to end the week with temps moderating and precip chances increasing late in the period.

Late week - Early Weekend: In the wake of the mid-week system, guidance continues to show a solid signal for dry weather and below to well below normal temperatures as cool arctic high pressure builds toward Eern Seaboard to shift offshore late Saturday.

Late weekend - Early Next Week: Some moisture is expected as another low approaches the area with models indicating large differences on how much precipitation will occur. Thus will limit PoPs to 20-30%.

AVIATION /00Z WEDNESDAY THROUGH SUNDAY/
SHORT TERM /through Wednesday Evening/...
As of 715 PM Wed...VFR conditions will continue this evening and through early tomorrow morning. However, an extended period of sub-VFR conditions will develop tomorrow morning as a winter storm unfolds across Eastern NC. A mix of snow, sleet, freezing rain, and plain rain will develop over the area tomorrow and last through tomorrow night, with a messy transition zone across Eastern NC. This leads to lower confidence on precip types and visibilities, but areas that see snow would likely have visibilities reduced to IFR levels from early afternoon through tomorrow night. The more confident hazard to aviation will be low ceilings developing tomorrow morning, and likely dropping to IFR levels by 12pm-2pm. Ceilings will continue to slowly lower through the afternoon and evening hours, and may approach or exceed LIFR levels.

KEY MESSAGES

- Confidence increasing regarding impacts from a coastal low mid- week, with widespread IFR, or lower, conditions, gusty winds, and widespread wintry precipitation Wed night into early Thu.

Low pressure is forecast to track just off the NC coast Wed night into early Thu. The low will produce widespread wintry precipitation. Widespread IFR, or lower, conditions appears likely, along with gusty winds. VFR conditions are then expected later Thu into Sun.

SHORT TERM /Tuesday Night/...
As of 1545 Tuesday...Light winds and relaxed seas have stabilized as high pressure continues to build over the waters.
Latest observations show Nerly winds 5-10kt inland, ~10kt offshore with 2-3ft seas. Winds will veer northeasterly as high pressure begins to wedge over the mid- Atlantic, and seas will be able to drop a couple feet further. Late tonight, sharpening coastal trough will approach the coast and the resultant gradient will bring a marked increase in northeasterly flow by Wednesday morning. SCA conditions will begin across almost all waters just before dawn tomorrow.

LONG TERM /Wednesday through Saturday/...

KEY MESSAGES

- Gale Warnings continue for all of the coastal waters and Pamlico Sound beginning late Wed afternoon into Thu, possibly continuing into Thu night.

- SCA for Neuse River has been upgraded to a Gale Warning.

A coastal low will impact the waters Wed night-Thu. This system will likely lead to at least moderate impacts due to strong winds and dangerous seas. Northerly winds will reach gale Force late Wed and continue into Thu morning before diminishing to a still impactful 15-25 kt later Thu into Fri. Seas will peak 6-11 ft Wed night and Thu ten subside slightly to 4-7 ft Fri. Winds are expected to decrease to NW 10-15 kt Sat with seas subsiding to 2-4 ft. Lighter NW-W winds will continue Sun with seas 2-3 ft.
